Innovating Health Care Through Technology and Inclusion

Paula Morgan’s journey in technology began with a spark of curiosity at the age of 12 when she first discovered her passion for computers. That spark ignited a lifelong commitment to innovation, leadership, and meaningful impact, defining her remarkable career spanning more than three decades. As the Chief Information Officer (CIO) for the New Mexico Health Care Authority, Paula leads with purpose, overseeing transformative initiatives that integrate cutting-edge technology to improve lives and strengthen communities across the state.

Throughout her career, Paula has consistently demonstrated her ability to tackle complex challenges with vision and precision. Her leadership has left an indelible mark on the organizations she has served, from participation in shaping New Mexico’s COVID-19 response efforts as Deputy CIO for the Department of Health to modernizing IT infrastructure at Los Alamos National Laboratory.

She also played an important role on the United States Department of Justice Data Management Improvement Act Team following 9/11.  Paula was part of a small technical team formed to help ensure technological advancements addressed critical national security needs. In her current role, Paula is leading the Health Care Authority’s modular Medicaid Management Information System (MMIS) replacement, an innovative approach aimed at enhancing the delivery of health services. Her expertise and thought leadership have been highlighted in articles she co-authored for the American Public Health Services Association (APHA) Policy & Practice newsletter, detailing person-centered technology’s transformative role in Medicaid.

Paula’s influence extends far beyond her technical accomplishments. Recognizing the power of mentorship early in her career, she has made it her mission to foster diversity and inclusion within the tech field. She founded the Women in IT groups at both the Department of Health and the Health Care Authority, creating spaces for women to network, share insights, and advance their careers. Reflecting in her commitment, she shared “Mentorship has been a cornerstone of my career, and I find great joy in helping others realize their potential while continuing to grow myself.” She also facilitates “lunch and learn” sessions for New Mexico’s women CIOs and Deputy CIOs, building collaborative networks among female leaders in the field. By creating these supportive environments, Paula is inspiring and empowering women to thrive and succeed in a traditionally male-dominated industry.

Her dedication to mentorship is deeply personal. As a mother of two, including a daughter pursuing degrees in Physics and Computer Science, Paula is passionate about inspiring the next generation of women in STEM. By sharing her journey and creating platforms for growth, she shows young women that success in technology is attainable, empowering them to envision themselves as future leaders.

Paula’s leadership is grounded in a lifelong commitment to service. Early in her career, she led local MOMS Club initiatives, fostering community connections and organizing service projects. Later, as her children reached school age, she continued her involvement by coordinating teacher appreciation events, concession stands, and mentorship for students exploring education and career paths. These efforts demonstrate her belief that true leadership is about lifting others and creating meaningful change both within and beyond the workplace.

As a 2025 Women in Tech honoree, Paula exemplifies the transformative power of technology when coupled with thoughtful leadership and an unwavering commitment to making a difference. Her story inspires us all to dream bigger, aim higher, and use technology as a force for good, proving that success is best measured by the impact we leave on the world around us.
